Pressing TAB once more moves focus to the Search edit box again.

This is on the right side of the Start menu at the top and is where the tiles reside.

Here you find File Explorer and Settings, in addition to any other folders you pin to the Start menu. If a jump list is available for any given folder you may press TAB to move to it. (This can obviously change.) You can press DOWN ARROW to explore the other items in the most used list. Focus is on Internet Explorer on my computer. Press SPACEBAR to get a list of options, including Change Account Settings, Lock, and Sign Out.
